You can apply under the LA Flex Scheme if your income is below £31K and you meet other criteria as per the council statement of intent.

Is There free boiler replacement for disabled
There are no grants for people claiming only disability benefits. The government removed DLA & PIP etc from qaulifying for a free boiler last year. You will need to be in receipt of an income based benefit to qualify under the new Eco 4 criteria.
