- you need to own a house or living with the home owner
- You need to have your energy supplied by one of the six major energy companies (EON, Npower, SSE, EDF, and Scottish Power)

What Is The Procedure To Apply

LA Flex Schemes allow people not on benefits to apply if they meet certain council criteria. Look on your local council website for their statement of intent which will itemise their qualifying conditions which usually has low income elements and subject to you having a health condition.
