This is a government obligation on all UK energy suppliers that is aimed at helping low income households cut their energy bills and reduce carbon emissions by installing various energy saving measures.
It is paid for by the green levy that has been added to all UK energy bills which equates to around £28 per year.
This flexible approach to identifying eligible households to become eligible for grants was introduced in April 2017 and is known as “Local Authority Eligibility Flexibility” shortened to LAD / LA Flex Scheme
The flexibility arises because all Local Authorities are now able to define the eligible households living in, or at risk of fuel poverty via their own criteria.
What is the LAD / LA Flex Scheme
La Flex is part of the Energy Company Obligation (ECO) that has been especially set up to help people not on means tested benefits apply for various heating and insulation grants.
These people will be on a low income and be classed as in fuel poverty but otherwise would be barred from applying for the Eco 4 Scheme.
There are two main categories of eligibility for the LAD / LA Flex Scheme
Fuel poor households, especially those on low income and not in receipt of ECO eligible benefits; and
Low-income households that are vulnerable to the effects of living in a cold home
With LA Flex it’s targeted towards those on low income but not on benefits and those in situations in life where living in a cold home could make things worse.
This would include the elderly, pregnant women or those with a young child and those with medical conditions that are worsened by cold environments.
What Is The Criteria For A LAD / LA Flex Scheme
Each council has their own criteria but usually your household income needs to be below £30000 and :
You have an existing health condition.
You are over 60
You live in a fuel poverty postcode
Each Local Authority can set their own criteria that proves residents are either living in fuel poverty or are on low income and vulnerable to living in a cold home.
Do All Councils Offer This La Flex Scheme?
Unfortunately Not.
Not all councils have a scheme for non benefits claimants.
Probably 60% of the UK is not covered by the LAD / LA Flex Scheme so we will be unable to process many enquiries.
Usually if you are not on benefits and have applied over 7 days ago and not heard back…………….you probable have not been successful.

Cold Weather Payment
The Cold Weather Payment is a winter fuel allowance granted by the government to those who meet the qualifying criteria.
If you’re eligible, you could be due a payment of £25 every time the average temperature in your area hits zero degrees celsius or below, for seven or more consecutive days between 1st November and 31st March.
Winter Fuel Payment.
The Winter Fuel Payment was introduced in 1997 and is an annual tax-free heating allowance of between £100 and £300 made to those over pensionable age who may require assistance with their heating costs during the winter.
The winter fuel allowance is not means-tested, which means you can still qualify if you’re working or claiming benefits.
The payment is usually credited to your electricity bill by your supplier, or you will receive a voucher to redeem if you’re a pay-as-you-go customer.
The Warm Home Discount payment may be able to split the credit between electricity and gas.
Pensioner Cost of Living Support
In the winter months pensioners can get between £100 and £300 to help pay heating bills.
This winter, they will also receive an extra one-off £300 Pensioner Cost of Living Payment, which will be paid as an automatic top-up to the Winter Fuel Payment.
Individuals on disability benefits will receive a one-off £150 payment in September to help with extra costs, such as for specialist equipment or transport.
This is in addition to the £650 Cost of Living Payment for disabled people who also receive means tested benefits.
£1.5 billion has been made available to support the most vulnerable to cover their essential daily costs, like energy bills. Recipients include pensioners and families with children.
If you are on certain benefits you may be eligible for Discretionary Housing Payments which provide financial support to help with rent or housing costs.
